Overview

HUD Multifamily staff must verify more than income. Eligibility, household composition, assets, allowances, deductions, disability status, preferences, expenses, and other factors may require documentation before an owner can complete a certification or make an occupancy decision.

This session examines HUD’s current verification requirements and practical methods for determining whether documentation is acceptable, complete, and sufficient. Participants will review the verification hierarchy, third-party verification methods, self-certifications, the 120-day rule, and procedures for resolving conflicting information.

The session will also explain how disability verification standards differ depending on whether the determination involves program eligibility, a reasonable accommodation, or an allowable expense. HOTMA changes will be discussed separately so participants understand what will change without prematurely applying requirements that are not yet effective for HUD Multifamily properties.

Why you should Attend

Many verification errors begin with a document that looks acceptable but does not contain enough information to support the final calculation. Missing payment frequency, outdated bank statements, unverified withdrawal penalties, incomplete medical-expense documentation, or unresolved inconsistencies can produce an incorrect tenant rent and an MOR finding.

This session will help participants understand what they are actually verifying, evaluate whether the evidence is sufficient, and create a file that another reviewer can follow and reproduce.

Rhanda McKown is a seasoned affordable housing professional with over 25 years of experience in the industry. Currently, she serves as Director of Affordable Housing for a non-profit organization covering four states. She spent 15 years working for a Performance Based Contract Administrator, and has developed specialized expertise in processing rent adjustments, Special Claims, and Contract Renewals. Her background in HUD funded multifamily affordable housing subsidy programs is extensive, with a specialization in properties that follow HUD Handbook 4350.3 for occupancy guidelines.
